If you do not do so you are to be considered traitors and criminals of the state. Complete amnesty shall be given to any Chilean or Bolivian rebels that surrender to Chilean Armed Forces before any major fighting occurs. If the path of peace is not taken any Bolivian renegades shall be imprisoned and summarily deported back to their Country of Birth to be tried by Bolivian Courts and any Chilean conspiritors will be tried for treason and if convicted shall be executed by firing squad

From what I've seen EP gets banked and nothing else unless theres some foreign intervention.
That sounds good to me. It makes enough sense- I can't see the Métis doing much in the very first year, they're still organizing. However, now they may begin development properly.
