Well, you have a point there I suppose.

Still, I don't think they are doing this for propaganda purposes. Why would they have a stake in the political beliefs of your everyday German? They are not printing this to sway people's minds. They are just trying to make a buck.

To me that's the difference. Propaganda put out by the state has a more sinister purpose than just trying to make $$.
