1. Imperial Capital in Minneapolis/St. Paul, since combined into once city. Capital of both the Kingdom of the North Star and the Empire of the Frozen Wastes.
2. Superior Province, capital in Duluth. Ruling Prince has seat in the Imperial Chancery.
3. Isle Royal Military Zone. Under the direct control of the Imperial Navy.
4. Lake Zone. Unorganized territory.
5. Northern Province. Capital at International Falls. Seat on the Imperial Chancery.
6. Traverse Province. Capital at Moorhead. Seat on the Imperial Chancery
7. Open Sky Province. De facto administered by the Imperial Capital. Imperial Capital appoints Chancery representative.
8. Plains Province. Capital at Rochester. Seat on Imperial Chancery. Highly militarized due to proximity to PRRPS.
9. Imperial Marches. No direct control by capital.
10. Ashland Province. Capital of both the province and Ashland Commonwealth in general. One seat on Chancery.
11. Pacification Zones. Recent rebellion has lead to military administration.
12. Green Bay Province. Officially under control of Ashland Commonwealth, due to Green Bay serving as headquarters of the Imperial Navy (Duluth ices up and is too remote) the province is de facto under Imperial control.
13. Peninsular Mining State. Amalgamation of various small mining, logging, and other communities. Coastline dotted with Imperial Navy ports and trading towns. Little governmental control in backwoods. Capital at Sault Ste Marie, which is also the single largest Imperial Navy/Imperial Army installation in the entire Empire due to the presence of the Soo Locks. Seat at Imperial Chancery. The island to the east, Manitoulin Island, is a frequent recipient of trading/raiding missions by the Imperial Navy.
14. Grand Rapids Military District.
15. Ignatius Military District. Capital at Saint Ignatius, fortified port overseeing travel between Lake Michigan and Lake Huron via the Straits of Mackinac.
16. Port Huron Military District. Under direct control of the Imperial Army/Imperial Capital due to proximity to Detroit. Current Imperial policy seeks control of Detroit. Stiff tolls exist for ships traveling to Detroit via the St. Clair river and Lake Huron.
17. Free City of Milwaukee. Joint administration by the Empire and PRRPS.
