Those Lavra changes seem like they were inspired by JNR's Tundra Civ Rebalanced mod.

Wouldn't be surprised if it was. They did integrate the Map Tacks Mod.

Russia was generally one of the best civs. I am a bit surprised they were nerfed without buffing Peter at all, though.
