It seems the same is true of the Orostratians who drunk on the poison of sorcery think themselves greater than they are.

We hope that Egypt-Syria will in observing this take appropriate measures against the evil of magic in their own lands, while taking appropriate precautionary measures against the threat of magic-driven insanity and violence. The Cape Commonwealth would be open to such a policy. Magical practice is generally associated with the local cultural traditions (which are often hostile to our own), and so we have little issue formally banning them.

The Cape cannot adequately express its thanks to the City of Reason for helping to ward off the specter of Zulu aggression.

It doesn't throw it out. Though for fields like espionage, stock purchases, and such, it helps to clarify exactly (or generally) where it's all going.

The culture still maintains strong elements of Imperial Rome (probably closer than most European nations) but the Mediterranean physical traits of the population will almost certainly be significantly diluted through centuries of inter-marriage with the native population. There would be a spectrum where the genetic make-up of the senatorial class is still primarily Roman, with some contribution from native families elevated to the senate, and as social class decreases the native contribution becomes greater but there's no particular point where you can separate 'Roman descendants' from 'native Congolese', ergo (cos they speak Latin, y'see) any oppression (not that there is any, you understand - they're reasonable people) would be on grounds of class, not ethnicity.
