Despite our political differences we find it would be wise to accept this pact. The war against magic makes many enemies as it is.

Being that native culture has been a vastly influential and integral part of the Republic's society, we think it prudent to extend our reach and begin a pact of mutual assistance throughout Native America. We can discuss the terms of this pact, but initial designs are as follows:

  • The alliance will band together to provide economic aid to member states who require it.
  • The alliance will come together when attacked; mutual defensive pacts are to be signed by all members.
  • Fortschritte will make it a point to send care packages to all member states indiscriminately every year, in addition to needed economic aid, unless at war.
  • Free trade is encouraged between all members. The degree to which the trade agreement instills the free trade can be discussed at a later time; 2 is preferable to Fortschritte but as always we are willing to compromise.
  • To encourage national cooperation in all states, we ask that Fortschritte be allowed to set up Progressionist parties in all member states. This is a voluntary act and not required to become a member state and be eligible for all the above aid. However, as a reward for cooperation, members who allow Progressionist parties to be set up will receive increased yearly care packages.

Orostratia proposes a full scale alliance in the interest of protecting our borders, trade, and sovereignty from the terrors of those other nations who seek to see us fall.

The Indian Ocean Treaty Organization (IOTO) would have the following conditions -

A council of nations will meet every year to elect one leader nation, to maintain and enforce laws and ordinances of IOTO.

Every council nation will have 1 vote with which they can use to vote on issues, such as join declarations of war, trade embargoes, relief assistance, etc.

Every member nation will lower trade restrictions with each other to 1.5.

New members require a 2/3 yea vote to join.

Noncompliant members to the Council's will can and will be immediately ejected.

This offer is extended to any and all nations on the Indian Ocean or in Central Asia interested in maintaining national sovereignty.

India will like to join the Indian Ocean Treaty Organization.

Draft Articles of the Congo Basin League


Article One - Governance
1.1 -
The Congo Basin League (CBL) shall be governed by the Council of the Congo Basin League (CCBL).​

1.2 -
The CCBL shall be composed of the Congo Basin Councillors (CBC).​

1.3 -
Each member state shall contribute to the CCBL one councillor per 250,000 adult citizens.​

1.4 -
Each member state shall have full autonomy over how its councillors are selected.​

1.5 -
The CCBL may legislate for the CBL but may not issue legislation that impinges on sovereign internal matters.​

1.6 -
For the purposes of section 1.5, trade inside the CBL is not considered a sovereign internal matter.​

1.7 -
A non-member state may petition the CCBL if sponsored by a member or if they have previously been granted observer status.​

Article Two - Membership


2.1 -
Initial membership of the CBL is composed of states signatory to these articles on the date they go into effect.​

2.2 -
A state may be admitted to the CBL if the following conditions are met:
I -
The state either:
A -
Is located with the Congo Basin.​
B -
Is located within the continent of Africa AND can demonstrate historic ties to a current member.​
II -
Is sponsored by a current member state in good standing.​
III -
Has admittance approved by a two-thirds majority vote of the CCBL.​

2.3 -
A state will become suspended from the CBL on declaring a war of aggression against a fellow member without approval from the CCBL.
I -
Councilors representing the belligerents may not participate in a vote to approve war against a member state.​
II -
CCBL legislation may include suspension as a penalty for violation.​

2.4 -
Any member state or the suspended member may call for an examination of a suspended member's status. Following deliberation a vote will be held to expel the member, if that fails a vote will be made to readmit the member. If both votes fail the member will be suspended and a repeat examination may not be called for six months.​

2.5 -
A suspended member may be expelled from the CBL by a two-thirds majority of the CCBL or restored to full membership by a simple majority​

2.6 -
Any state may request observer status.​

2.7 -
Observer status may be granted or repealed by a simple majority vote of the CCBL.​

2.8 -
States with observer status have no benefits or responsibilities with regards to the CBL beyond the right to observe CCBL sessions and may petition the CCBL without requiring sponsorship by a member.​


Article Three - Trade Programs

3.1 -
The member states of the CBL will enter into a mutual free trade agreement.​

3.2 -
The member states of the CBL will grant to one another Most Favoured Nation status.​

3.3 -
CBL member states shall consider other members and institutions based in member states favourably when considering investments or investors.​


Article Four - Congo Basin Development Bank

4.1 -
The Congo Basin Development Bank (CBDB) shall be established for the benefit of all member states of the CBL.​

4.2 -
Member states of the CBL with a national budget of at least 15 shall contribute 5% of their national budget to the CBDB.​

4.3 -
States are considered to have the following standings with the CBDB:
I -
CBL members in good standing - CBL members who have made all required contributions in the preceding five years.​
II -
CBL members in poor standing - CBL members who have missed a single required contribution in the preceding five years.​
III -
States without standing - Non-CBL members, suspended CBL members and CBL members who have missed two or more required contributions in the preceding five years​

4.4 -
The following assumed contributions are made towards a state's standing with the CBDB:
I -
A state is assumed to have made a contribution in years it's national budget is below 15​
II -
A founding member is assumed to have made contributions in all years prior to the founding of the CBL.​
III -
A new member is assumed to have made contributions for three years prior to joining the CBL.​
A -
This is increased to five years if their first year's contribution is at least 10% of their national budget​
IV -
Suspended members do not receive assumed contributions during their period of suspension, but they may continue to make contributions.​

4.5 -
The CBDB shall may make loans to states under the following interest guidelines:
I -
Loans to CBL members in good standing will be granted at nominal interest rates.​
II -
Loans to CBL members in poor standing shall be made at medium interest rates.​
III -
Loans to states without standing shall be made at the market rate.​

4.6 -
CBDB loans require approval by the CCBL​


Article Five - Defence

5.1 -
Member states are responsible for their own military development.​

5.2 -
Member states will agree to mutual non-aggression.​

5.3 -
Member states will agree to mutual defence against foreign aggression.​

5.4 -
Member states are not required to assist other members in a non-defensive war.​

What ways are available to increase resource production (other than opening corporate branches and imports)?

They increase slightly each turn, all in one category. The chosen category is based on need; a state with a large population, for example, has a high chance of developing new food sources. Demand creating supply, etc.

Either or. A common trick in my games is to send orders by PM and put decoys in the thread, which is a totally legal move.

Fang can agree to relaxed trade restrictions and a non-aggression pact, but must decline full commitment to the League.

Ngala, Bemba, Lunda, Chokwe and Kimbundu can agree to all the terms of the Articles, except for the provision for the Bank; we do not feel that our economies are sufficiently strong enough to fund the Bank as of yet. There are no further issues with the Articles, however.

Crow, the Five Tribes, Ojibwe, Lakota, and Osage agree to the terms of Fortschritte's agreement, including the proviso of setting up branches of its political parties in our states.

May this North American alliance be prosperous for all parties.

The Sioux, Dakota and Cree agree to lessen trade barriers but shall abstain from an alliance for the time being.
 
The City of Reason accepts the altered articles. We hope the provision for the CBDB can be added at a later date.

Seperately, as pary of the City of Reason's efforts to reduce global reliance on magic we wish to invite the members of the CBL to participate in a pilot project whereby states that institute laws against magic use similar to those of our own will receive funding from the City's treasury.

OOC: Is there a limit on the amount of new branches per turn? Or a monetary cost for them? And can nations make new/destroy corporations? How do we expand on the ampunt of Diplomatic Summits per turn? Also I'm really baffled why South Musica doesn't like us much when we're basically their America to their South Korea.

On that note, Tani, would it be possible to do a "Amount of Species living where" list ala MP IV? And does manpower unused by a state get discarded or pooled? And would it be possible to research new units/WMDs in the future?
