I have a question on game mechanics. Does food "expire" the way it did during the late game in BOTWAWKI 2.6? Can we hoard food or will it risk expiration if not consumed the same turn?
 
No, food will not expire, simply because in most cases, people are going to have to work more to keep it.
 
Because food can only be gathered by population and slaves, and is rarely collected automatically. Therefore food should be in significantly shorter supply, unless players try to be self-sufficient every turn, which will be impossible, especially in urban areas.

Origins: Pre-War Military (We're not US millitary, but we aquired a lot of millitary-grade weapons from the facillity we occupy, and it was a US millitary base of sorts)

Capital Type: Settlment (?) Are pre-war millitary allowed to start in settlements? Internment camps don't really count as bunkers IMO, though I guess it could be either.

Background: As the Sino-American conflict escalated, the American government passed an act called the "National Security Act of 2067" which called for the "detention and processing" of all "suspected Chinese Communist spies and sympathizers, and all those who would give aid and comfort to the enemy". The act led to the creation of several special detention facillities including the Pinetta Detention Camp (citizens of the small unincorporated community near the camp objected to both the name and the placement but were ignored). People of Chinese heritage were rounded up into these camps almost without exception, but so were many anti-war protestors and some soviet communists. Most of the camp's population were never really communists (indeed, in a cruel historical irony, many of them had ancestors who came to the US fleeing Mao's "cultural revolution"), though the camp did house some genuinely dangerous spies and sabbotures, including Jiang Yang (OOC: Name shamelessly concatonated from the names of two different Chinese agents in the original fallout games) who would become the "People's Republic"'s first leader.

By 2077, Pinetta Detention Camp had approximately 1500 inmates from every walk of life, guarded by approximately 70 heavily armed soldiers and officers of the US army. Inmates were kept in squalid conditions, and discontent was high. Yang, loyal to her country to the last, used this as an opportunity to spread communist propoganda amongst the other inmates. She organized a plot to sabotage the camp and escape, but was captured shortly before the nuclear exchange that is now called the Great War. Officer John Hendricks was the head of the base when the bombs started flying.

When the Sino-American conflict escalated into the Great War, it is said that the mushroom cloud from the nuclear detonation over Jacksonville was visible from the camp. When Officer Hendricks saw the nuclear blast, he took one of the machine guns on the camp's watchtowers and turned it against its inmates, shouting "You did this! You killed my family! You killed them all!". In the ensuing comotion, it is said that Yang managed to wrestle a weapon away from her interrogator, and kill Hendricks. Regardless, of what actually happened, in the end, 453 of the camp's inmates (200 women, 230 men and 23 children) survived. Some of the soldiers who gaurded the camp were killed following Hendrick's last orders (to execute everyone there) but many simply deserted and fled, realizing that this slaughter was pointless, and hoping to return to their homes.

Thus, the People's Republic of Florida was declared by a badly wounded and emaciated Jiang Yang. Its people soon gathered food and water from nearby farms and the village of Pinetta, largely at gunpoint. Initially they were seen as an occupying force, but when raiders came, those people who lived under the People's Republic retreated back into the fortified camp (now renamed Fortress Revolution) and they were safe behind its fences and guns, while neighboring communities were pillaged, raped and picked clean by the raiders.

Yang died 20 years after the Great War, at the age of 53. The wounds she recieved when the US millitary interrogated her likely contributed to her early death. She left no heir, instead saying that "the proletariate should vote on who will suceed me". Thus, the People's Republic held elections, choosing a new Supreme leader from amongst their number. There have been several Supreme Leaders since, with Shui Wen being the latest (OOC: more detail to come) but their priorities have been basically the same. Rebuilding the region's farmland, defending the People's Republic from raiders and maintaining the weaponry and equipment they aquired form the camp. Now, the people's republic looks to the nearbuy ruins of Madison (which was not nuked, but collapsed due to starvation and plague) with hope. Not to rebuild the Capitalist world that was, but to build a new world and a new revolution, and to sweep aside those who oppose them.

Other stuff (to be updated over time):

National Language: Chinese (English is routinely spoken by civilians, but everyone who goes into combat (i.e. literally everyone at least once in their lives) is expected to learn and understand Chinese. This makes it harder for untrained enemies to intercept our and understand communications, though obviously a trained enemy can easily overcome this)
