TO: Venezuela
FROM: Empire of Brazil
CC: New Granada
It has come to our attention that this conflict is simply out of control and as such we can no longer allow it to continue. Forty EP is a steep price for New Granada, and economically devastating, we do however see it as a fair price for the damages caused. Thus Brazil offers the following:
1. Brazil will make a down payment for New Granada, in the form of 10 EP, or a quarter of the debt owed.
2. No land concessions will be made by either party.
3. For purchasing a quarter of the debt owed by New Granada, the state of New Granada will enter into various trade and diplomatic deals with Brazil, to be decided between the two parties.
If peace is not decided it will be understood that Venezuela and New Granada wish to destabilize the situation in South America further and Brazil will have no choice but to enforce peace by any means.
