I'm also not understanding the motivation for the other generals in the ATA.

The ATA is an amalgamation of military districts, and the generals are basically the governors of the districts. They report only to Denver at this point, but otherwise have unrestricted power in their respective districts. The Treaty of Washington is threatening their personal control, and they may very well revolt.

Also, EQ, the Progressive Party is still not listed in my stats. :/

The sudden and unexpected escalation of the war is greatly saddening to us. Europe does not need to be plunged into flame over a Spanish matter.

With this in mind, we offer to all involved a peace agreement;
1) In 1919, a free and open referendum will be held across the entirety of Mainland Spain, with two choices: agree to be subjects of the government of the Emperor and his Cabinet, or agree to be subjects of the Republican government in Valencia. The victor of this election shall be recognised by all involved as the legitimate government of Spain, and shall inherit the colonies of North Africa, India, Egypt, Central Africa, and Malta.
2) The Franco-Burgundian Confederation shall pull out of Spanish Central Africa.
3) The Franco-Burgundian Confederation shall withdraw from Germany.
4) Germany and Italy shall withdraw from Piedmont and eastern Occitania.
5) Germany, and Italy shall accept a white peace with the Confederation, Occitania and the Netherlands.

End this war, gentlemen. Peace in our time.

Although Occitania hasn't any doubt the people of Spain will vote to remove King Philip X, who himself endorsed the original military oust of parliament and is now placing his last hope on the ideal he tried to destroy, we frankly see no reason for such a referendum (especially when a referendum would be a waste of precious government resources which are important to keeping the Spanish reparation commitments). The people of Spain have spoken, and so have the nations of western Europe. The King will be at the will of the Republican government, and he should surrender his arms now so as to reduce the suffering of the Spanish people. So in short, Occitania doesn't agree to point 1.

Occitania can agree to the remaining points with the important edit that Occitania be included in the white peace, and the Germans and Italians remove their occupation of Occitania east of the Rhone (which should be an innocuous addition to the point of leaving Piedmont).
 
Occitania would not be opposed to a referendum if the Republicans wished, to be clear. Spain is ruled by the parliament, and we support their decision, whatever it may be, though recommend, for stated reasons, they not do so.

The Holy See warned, repeatedly, of the almost certain potential for the escalation of the Spanish Civil War, and of the grave suffering such an escalation would bring, in regards to a certain nation we even wen't so far as to excommunicate its government due to the immoral and unjustifiable hypocrisy evident in their support for intervention in Spain. In regards to that nation know that we stand in solidarity with those who oppose the unjust war that has emerged from the blind decisions of foolish leaders. To the detriment of thousands, perhaps millions of innocents in Germany, Occitania, The Franco-Burgundian Confederacy and in Spain itself, the warnings and wisdom of the Holy Church were not heeded and states in their folly failed to see the truth of the Holy See's warnings on this matter, truth being obscured by their pride. We pray for the consolation of souls that they will heed our wisdom now.

The Holy See urges all non-Spanish states to withdraw from the Spanish civil-war immediately, and calls for an immediate peace between the nations. The longer the wider war in Europe continues the more suffering it causes for the average person caught in the political games of princes, and the greater the chance it will become further internationalised into a wider conflict in the likes of the great war. States exist to serve their people, we urge them to serve them now in advancing the cause of peace, rather than playing with the lives of their citizens in pursuit of power and ideological objectives. As to the Spanish civil-conflict itself, for the long-term peace of the Spanish Empire the Holy See calls for negotiations between the monarchists and the republicans to achieve a peaceful end to the civil war that is broadly acceptable to all involved. Continuing the war only causes more self-harm to Spain, and more suffering to the innocent and it morally intolerable.

It serves only a single purpose, to disrupt trade by being a forward attack base on the Panama Canal, which is owned and operated, with no debt owed to any foreign power, by the Colombian Republic. All such claims against our allies, and the threat of the Japanese base itself, are simply Pacific Concord attempts to destabilize and warmonger in the Western Hemisphere. Brazilians do not want to fight in Europe, but defending our homeland and our long standing allies from such behavior is a popular pursuit indeed. We ask Peru to consider the potential embargo of Pacific Concord trade goods through the canal over this issue, which is a very real possibility. How will you explain that to your population? They already show massive disapproval in your activities related to being a Japanese puppet state. Brazil is certain the Peruvian people will toss out the imbecile government in Lima and bring an era of peace to the Western Hemisphere by sending the Japs back to Asia, where they are also not wanted.
