I've lost 10EP from North Africa, its gone from 20EP per turn to 10. Thus, apparently Libya was worth half of North Africa's income.

Yeah, Malta and Egypt were (and are) entirely separate colonies. Unless there's been some drop that I'm not aware of, Libya apparently contributed half the income of Spanish North Africa, despite only containing about two cities of any worth and not having yet discovered oil.
Vinland would advise the various Negro Proletarist Republics to seek a peaceful solution with the United States of America. While we sympathize with your struggle, we do not believe that any long term solutions in your region will come from continued fighting.
In short, we will wait for a statement from the United States clarifying their views on the matter before we too will take a definite stance on your three republics.
Vinland applaud's General Wallace's decision, and feels relief that, in spite of great tensions between our governments, peace has been maintained.

There has been discussions about the wording of our alliance, and it has come to the attention of the Saysset government, that we should clarify on the future of Aquitaine. Whatever border rectification may occur will be negotiated properly after and be conditional on, Republican success in the civil war. The economic prosperity of Occitania has been reduced over its history without proper access to the Bay of Biscay, including slower if not muted movement of goods down the Dordogne and Garonne rivers. Whatever eventual deal the negotiations manifest, it will include movement and shipment rights in Bordeaux and down the rivers and across land.
To be absolutely clear to the officials of our nations, no transfer of land will be taking place in the year 1918, and the motivation of Occitania's request for privileges in the region is for the economic benefit.
Fine points will be settled with the conclusion of both our nation's military affairs.
