If the Papal States refuses to accept the terms of the Friedman proposal then perhaps we can continue working together and force them into an agreement, an agreement that will be much to the disliking of the Pope for his resistance. It is the Pope's doing that these Italian people have died for he started this war and is reluctant to give in. The Pope should be shown no mercy if he does not agree with the Friedman proposal this year.

As per the stipulations of the Treaty of Tuileries and due to the unfortunate death of Admiral Buzatto, you are bound by honor to each pay the Empire of Brazil 20 EP in reparations for failure to return Buzatto to his homeland safely. We will allow a time frame of one year to complete these reparations, or face sanctions by the Allies.

First, we'd like to say that we are glad we could put that nasty business behind us. We look forward to future German and Neapolitan collaboration.

In regards to how to handle His Holiness in this year; we have no wish to continue fighting. We believe it is not the Pope that is pushing his people through such rough times, but moreover the aristocracy of the Papacy. We can only hope that this war will end with him assuming more control of his nation, and in the process, perhaps reaching higher spiritually. The Pope has requested that more land be given to him then simply the city of Rome, or as per the Italian Republics request, the inner city of Rome at the Vatican. We must make it a point that it is our wish, and the wish of many pious Catholics that the Papacy retain at least some of it's land, regardless of the plebiscite. The Papalty should retain Rome, and it's main port Civitavecchia at the least. The surrounding areas should be able to hold a plebiscite, and much of the Adriatic coast will fall to joint Italian Republic and Neapolitan control.

Along with that, we would like to reiterate out wish to give the Papacy money in reparations for the damages done in this year; and would like to guarantee at the least, the sovereignty of the Papal States.

Following an amicable settlement and conclusion of the Italian conflict, the government of the Franco-Burgundian Confederation would also be quite willing to join Austria in guaranteeing the independence of the Papal States if all relevant parties wished to include such a term in the peace arrangements.
