I don't have an ironclad solution to prison labor. I would rather it be banned than continued as is. Maybe there is some version that is overall productive for society and is less apt to be abused but I have not seen any solid, encompassing proposals.
So what are you going to do with the prisoners when they are not working and so in some cases learning something.
I have show that in the UK some work is being provided to prisoners that will benefit them and so society. Such prison work is improving with time and becoming more useful to the prisoners with time. I have not looked at the rest of Europe but suspect that they would be ahead of the UK. I do not understand why you wish to introduce a constitutional ban on prisoners working, when other countries are providing constructive work and are getting better at doing so.
Surely this is a case for regulations that can be changed to follow current best practice rather than locking the law in stone and the prisoners in their cells.
I note that you did not address the issue of the Army Corps of Engineers carrying out civil engineering works, removing work from theUS civil engineering industry. Will you be banning this as well as you wish to do for prisons.
