Auckland = 23 (22 +1) This sort of terrain based production bonus is exactly the sort of effect you'd expect from a wonder- except that as a wonder it would only apply to one city. Production is critical in Civ VI and this CS gives more of it than any other.

Question: are we only considering suzerein bonuses or the impact of the city-state as a whole? I can understand many of the votes if we're only considering suzerein status, but if it's all of the bonuses the city-state provides, I have to disagree with some of the votes, mainly because of those who voted against trade CS's. The trade CS envoy level bonuses are so much stronger than all of the religious city-states, even before you consider their suzerein bonus.
