Well, this Thursday is the last day of February, and they tend to announce things on Thursdays, so I don't see how it's any less likely that it will be announced this month today than it was yesterday or the day before. We'll have to wait and see if they announce it on Thursday, which if they did would probably be around 1 pm GMT.
Menzies, you're putting a lot of credence on a single datapoint. I'm perusing Firaxis's News history. Civ III Conquests was announced on May 8, 2002. that was a Wednesday. Civ IV BTS announced on March 28, 2007. A Wednesday also. A lot of the other ones weren't recorded on their news history. It looked like some were announced at E3 during various years. In the video game industry all you can really expect is that it won't be announced on a Monday or a Friday.
Mondays are always catch-up days and Fridays are for bad news since the media is thinking about the weekend.
Ha! You're absolutely right, they announced Beyond the Sword on a Friday, I got a time zone mix up (that is, I had the wrong time zone and it put the date on the Thursday). I had Warlords right, which was a Thursday, as was Civ V, Gods & Kings and Civ Rev. It does appear though that:
Civ IV - Announced on a Wednesday from what I can tell
Colonization - Seems it was a Monday
This certainly isn't as solid as I initially thought, I've made a boo boo...

That is an interesting point. If there was a mistake about belief that a second expansion is coming out. Then why would Firaxis not tell us that rumour holds no water? Would they leave us hanging, if it wasn't true? I'd hate to think so.
While companies are for saying "we don't comment on rumors or speculation", they usually only do so when they have something in development. If the product's reached the end of its life-cycle, they come out and say "it was a great run, we love you guys, but it's over, please stop bothering us about it!"
No, they are working on an expansion called One World from all evidence, and it makes absolutely no sense to be the other options. Just because they announced some things a long time ago on a different day doesn't change any of the other evidence.
Let's go through the options:
DLC - No, it's been far far far too long since the last thing released. You release DLC when the iron is hot, not after it's been sitting in water for the best part of half a year.
Civ IV - No, far far far too early in the development cycle, they would have most likely had a second DLC cycle after the release of Gods & Kings is this was a case, why miss out on such a money making oppurtunity
Patch - If they weren't working on anything else new for the game, this may be the case, but it doesn't explain where all the speculation came from, nor that the original link now actually explicitly states:

So what we know:
- What every is going on, it's almost certainly not DLC
- It's far too early to hear anything about Civ VI which is probably going to be around the 2015 or more likely the 2016 mark
- There is something that has been identified as Expansion - One World
The conclusions that can be made from that are pretty damn clear.
The continuance of Civ5 development would've been entirely dependent on G&K's success. We don't know the sales numbers, but if they weren't that high, there's no reason why 2K wouldn't decide on leaving Civ5 as it is and moving onto something more profitable; a Civ6. Speculation that that's not due until 2015 is simply based on past releases, when they are not what determines what Firaxis works on.

That is plenty convincing enough for me. Also, there is no doubt that GnK did very well.
IMO It is way too early for Civ VI. To try to rush it would be a big mistake. We, at least I do, want Civ VI to be a cut above CiV. If it came out soon that would not be the case, it would be awful. I still feel they have a lot to learn yet, about AI and diplomacy. They may be working on developing a better AI that can handle hex maps better, but it most likely would be in its infancy stage.
I can't imagine they would hold off on all development until after they see how G&K did in sales. Companies have a good idea of what kind of projects are set for the future. I believe Blizzard has the next decade already planned out, but I know less about Firaxis so not sure. It isn't like Civ is new territory; it is an established product with a dedicated market.
Ignoring Civ II, Gold Editions have always included the base game and the first expansion, with the second expansion released after Gold.
If Gold is indeed the final, complete version of CiV, why not call it Civ V Complete, like they did with Civ III and Civ IV? There's an obvious pattern here, and I think it's unreasonable to assume One World DOESN'T exist at this point.

Blizzard is not the best example... how many games that were planned of theirs ended up very late, or totally abandoned? There was a Warcraft game way back in the day that was going to be an adventure game, and got cut, even after some promo material was done IIRC. Same with the Starcraft: Ghost FPS game.
The reason finding something on Steam about a CiV Expansion in the works is a big deal is that Steam is a necessary component for the CiV software (patches, updates, etc.), not just a distribution platform for it. With other games on Steam, I'd be more skeptical, but finding anything relating to an expansion for a Valve game or other Steam-Only game is always a bit more trustworthy in my opinion, because in such cases Steam is the target audience (or, at times, essentially the only audience). If the rumored game in question was, say, Mass Effect 4 coming out on Steam, I'd be far more hesitant to declare a simple listing of the executable and content as proof it was sure to come out soon (or at all) on Steam. But that's not the case.
I think that if Steam was just screwing around there would have been already someone from Firaxis saying it was just a mistake from Steam, so the fact that Firaxis hasn't said anything about that is a confirmation that they are really working on the expansion.
