Yeah I'm still playing. (EdMcK515) I just missed a couple of turns because I got backed up with school stuff.
I've PMed the other four non-voters about the DM rule change, but I can't find EdMcK's CFC username.
In any case, I'm inclined to go with Matrix's suggestion that an absolute no-DM be shelved in favor of people making agreements amongst themselves (particularly given a cushion of sorts with the no-DM-with-war-declaration rule in place).

And given roughly a 50-50 tie in regards to the "no DM at all" amendment, it'll stay as it is now, no DM as part of a war declaration but allowed otherwise. Folks are able to make individual deals about it, of course.
