There's no reason to assume Tomyris was fictional. Semiramis was certainly fiction (and a highly fetishized fiction at that), but she was based on a real queen. A real queen who ruled Assyria at one of the lowest points in its history, but...If you want a woman to rule Assyria, at least choose someone interesting like Naqi'a or Serua-etirat, not some Greek fetish. Both were highly influential during the reign of Esarhaddon.
Kievan Rus' is the first truly Russian state, so yes, a Kievan Rus' leader for Russia totally works? It would also be a PR disaster, but historically accurate? absolutely!
(Adding a Ukraine Civ or City State based on Kievan Rus is arguably even more of a PR disaster though lol <3 imagine if they did that and Peter invaded them)

I was really hoping Alexandr Nevsky or Ivan III would lead Russia in Civ7. That's not going to happen now. Well, Ivan III, Prince of Moscow and All Rus, might be a dim possibility, but he doesn't have the romantic appeal of Alexandr Nevsky.
If the entire pass hadn’t been leaked beforehand, and/or they didn’t reveal the entirety of the pass upfront (which may or may not have been due to the leak?), we would have more to talk about in the immediate present, but alas, how will we speculate on that which is already fully known? I can entirely understand that! I guess for me, the fun lies in speculating who and what could come, so since we already know what's coming, there isn't as much fun anymore besides to see how everybody looks and feels and then gameplay mechanical abilities stuff. Given we've gone two years since NFP and haven't been able to really speculate on stuff, it's a long break and then a breath of fresh air that was cut short by the leak combined with everything getting revealed upfront on announcement
And with some seemingly-obvious omissions from a leader pass like Napoleon and Isabella, a second LP probably won't happen but it's fun to speculate on what could come next, so my fun moves to the unknown (even if the unknown is a pipe dream)
I asked someone - getting the licensing to use someone's likeness is pricey, so they probably avoid those people to begin with unless that license is inapplicable (like in cases of Ancient era people of interest).

Good point as well about this being “pent up” speculation from the long drought after NFP. I get that entirely. It’s really nice to have a reason to think about Civ 6 again!
I find it interesting now in-context that we know what the codenames were for now:
LPGN = Leader Pass Great Negotiators
LPJ = Leader Pass Great Commanders (with Tokugawa of Japan being the first mention)
EDIT: We got Japan correct, that was pretty obvious and doubly-so after the leaks. But we didn't know that the packs would be themed, so we couldn't have guessed that Lincoln and Ana Nzinga would be tied together

She doubtless would have worn a himation like Athena. Or, given how she scandalized the Romans, perhaps went nude like Venus. Worth noting, even the Copts weren't wearing sheath dresses and wigs in 30 BCE; it was just an artistic convention.
