It's from leader bingo. Before the base game released Firaxis leaked a chart of blurred out leader portraits alphabetized by civ name. People thought Gorgo's statue was Tamar, forgetting that Georgia comes before Greece alphabetically (and also that Georgia will never be on the level of relevance as the other base game staple civs).
There then followed a brief period where everyone joked that new information meant Tamar was in the game.

No one forgot that really, it's just that people didn't imagine the dual leader thing. And if the idea of Gorgo crossed anyone's mind before they accidentally leaked her name on the livestream, it was probably quickly shut down becsuse the picture they used doesn't show up on google images when googling her (it's an athenian kore statue)
I’m sure I’m lacking an understanding of the technical relationship here, but does that necessarily have to mean it’s an alt leader for a civ from that expansion? Couldn’t it be a different component from the expansion?
I keep seeing Kublai mentioned as a leader for both China and Mongolia. Wouldn't people in China be annoyed to see Kublai as a leader for China as the Mongols were an invading dynasty?
It would be like having Philip II as an alternative leader for England and Netherlands!
The various Dynasties are widely regarded as culturally Chinese, since the culture was so pervasive and the population so overwhelmingly huge that invaders ended up adopting Chinese culture rather than imposing their culture upon the Chinese. The Yuan Dynasty is Chinese.
This has been a long held belief, but I honestly feel like it could be something wider than that. For example, we could have an alternate leader for a base civ that just has R&F mechanics as a part of their leader ability. Or the new Civ coming could use R&F mechanics in their civ or leader abilities, and the alternate leader could be totally base game. Just they are paired together so R&F is *technically* required. They may BOTH use R&F Mechanics but have nothing to do with R&F civs. So I wouldn't hold so closely the idea that it MUST be a R&F Civ. Although I am fond of the idea of Kublai Khan and Vietnam
All the R&F mechanics are unlocked with GS, but not the civs. It must be a leader of an R&F civ. And I doubt they would make it also lead one of the base game civs, but I suppose it is possible. They would need R&F to use the leader whether it also led a base game civ or not, so I suppose nobody should be complaining about it...yet someone totally will.
HOWEVER, let us not forget that there is another civ in that pack. What if the dual leader was the one that came with a civ? What if we got Margaret leading Denmark and Sweden? I don't think this is likely because if Margaret led any two countries it would be Denmark and Norway, not Sweden (and therefore would work with the base game). But it's still a thought, and means we could get something like a Margaret in any of the DLC packs because they don't need an expansion to work.
I don't remember if Eleanor was listed as 1 new leader or as 2, but I think it was 1. So in your scenario of Margaret (which could be cool), there would be ANOTHER leader in that pack. It would be Denmark, Margaret (of Denmark), Margaret (of Norway), and an additional Leader. Which I find to be highly unlikely.
Also, it would be fairly silly for you to be able to lock out *anyone* playing as Denmark by picking Norwegian Margaret. So I think these types of dual-civ leaders would only work for civs that each had another leader. So if they were to do Margaret as a dual, they'd have to also release another Denmark option, all in the same pack. That seems like too much Denmark, and less people would be interested.
If the additional alternative leader requires Rise and Fall to play I don't see Kublai Khan as very likely. If he would be able to lead China, then why bar people from playing as him if they don't have Mongolia? If he has a R&F related ability then he should be playable with GS, and that doesn't seem to be the case. For that matter, I don't expect the additional leader from pack #5 to be playable with any civ from GS or the base game.
My theory, albeit it still feels somewhat flawed to me, is that the new leader will lead the Netherlands and that they will be accompanied by some Portuguese ruler. In that case, the DLC would most probably be centered around colonization and/or trade. And the new district could serve as a funky implementation of colonies? Or maybe we are to see a re-implementation of corporations, expanded to appear earlier in the game? How about naming them companies and tying it both to the corporations and the trade companies oh so prominent in the history of, among others, both the Dutch and the Portuguese? Wouldn't that tie all the content in the DLC nicely into a thematically coherent set?

But you can't lock anyone out of a civ by picking a *different* civ. And when you lock someone out from playing a civ by picking it yourself, *someone still picked the civ*.
Amiens cathedral was once at least partially colored outside. During the renovation cleaning process revealed that suppliers were once painted. They even made a light show to recapture its former appearance.
Didn't they do the First Looks of both Macedon and Persia at the same time, as part of the same pack? So this Thursday they show off both Maya and Gran Colombia, Tuesday they talk about the Apocalypse game mode, and next Thursday they release a video explaining the patch changes along with the DLC, as they release?
It does sort of seem with modding like they started off with a broad plan and then got a decision from somewhere that it was no longer a priority in terms of resources.
