You’re probably right. But they could work Civs to have slightly different abilities if you have the expansions. England already works that way, so it’s not without precedent.
And Yellowstone could erupt tomorrow. You can speak in hypotheticals but there’s no need to be whiny.

It’s obvious why they chose to make the civs only base game compatible. They want to sell as much as possible. And the England point is because they wanted to give England a buff since it was getting a new leader. Anyway, making a civ would be a lot of work and making different versions of it for Rise and Fall and Gathering storm would be hard to pull off since in those cases, it was like a patch changing an existing civ, but here you’d have to install a civ and only give the patch to people who have gathering storm or rise and fall, which would mean that you’d have to get a different version of the game for them, which would lead to download errors and stuff.He's not being whiny, he's expressing an opinion.

No unit, but Tomyris has that as her ability.I could swear the extra damage to damaged units already existed in the game for a different unique unit, but I went through all of them and none have that ability.
So it's fine then.
