Could also work, although that would make Portugal feel industry/commerce oriented in a way that exceeds Germany and Mali, given that it could have both feitoria and CHs/IZs. And I don't quite agree with that flavor; I would rather Portugal be about on par with Mali with a very powerful coastal CH.
I know it would be quite controversial and also maybe OP and especially completely difficult to put in place but... would it be possible to have the Feitoria to be a replacement for the Comercial Hub AND the Industrial Zone at the same time? Two districts for the price of one, capacity of 6 buildings in it, have the adjacency bonuses of both... Could be really interesting and offer and brand new gameplay.
The thing is the feitorias were as much marketplaces as they were also a warehouse and a fort, which is why I decided to make it an improvement that could do all of those things. I don't think that would make them as powerful on production as Germany, or commercially as Mali. They already have the leader picked out. I would hope that this doesn't delay the DLC if they did pick him. This is the problem sometimes with picking too modern leaders unfortunately.I’m hearing that there’s a lot of controversy regarding Menelik II in Ethiopia now (Oromia ppl are criticizing him for being a tyrant who suppressed them). It might not affect Firaxis of Civ’s direct audience, but it would be slightly insensitive for them to put him in now...It would probably be best if they didn’t pick him, but we’ll see what happens. Unless they delay the DLC, it’s too late for them to put in a different leader.

Babylon has got to be pretty likely too, it's been in every civilization game. Could bring back Hammurabi who was the leader of Babylon in all Civilization games until Civilization VI if I remember correctly.
Hammurabi was in Civ 1-4. Nebuchadnezzar was in Civ 5. The two of them are really the only viable Babylonian leaders. No one else has major name recognition. I don’t foresee anybody knocking down FXS’ doors to get Burnaburiash in the game, for example.
I'd add Nabopolassar to the list, and maybe Nabonassar and Nabonidus (though I wouldn't be particularly thrilled with either as Nabonassar ended up a vassal of Assyria and Nabonidus lost the empire to Cyrus).Hammurabi was in Civ 1-4. I don't think you have to be specifically interested in history. Eleanor has a pretty high pop culture profile thanks to the many dramas centered on her sons John and Richard as well as the related legends of Robin Hood. She had a decently central role in the awful Russell Crowe/Cate Blanchett Robin Hood film from a few years ago, for instance. I'm sure you could safely dedicate an entire section of a library to historical fiction about Eleanor.Maybe among the amateur armchair historians here Eleanor is not obscure, but to the majority of Civ's playerbase I'm sure she is. Her reveal video was littered with comments like "literally who?" I consider myself a well-educated person and I had no clue who she was.

It is a good thing we won't go back to Civ 2 leaders like Shakala of the Zulu. If that was the case then Ishtar for Babylon would also have another chance at returning.About the only thing we can say for sure is they won't just make someone up out of the blue.
