Independents are merely two names (people + settlement) and an attribute (militaristic, economic, etc.) so can be swapped out extremely quickly. We've already seen IPs for most of the upcoming DLC civs and it's actually helped determine the era placement. So no, it won't stop Portugal from being added at all.So if Portugal is a Modern Age independent, does this mean they may not become a Civ? I loved Portugal in CIV 6 and 5 so I hope they come back.
I dislike that they are using German names for the Prussian cities but leave a potential Bavarian IP using the name Munich instead of München.
