Yeah, that unintentionally became the case, btw we have +170 know IP's right now, most in Antiquity which indicates there's more in Exploration and ModernI like how this thread has mostly remained about Independent States because there's so many of them.

It's a shame they are not distinct anymore. They went back to Civ4, when Barbarian city names list was just a bunch of Germanic invaders of Rome and (very oddly and even offensively) various Native American groups.I mean really, it's just two strings, and possibly a civilopedia entry, so they're easy to add and remove. There's nothing making them distinct anymore.

I would have prefered much less IPs but for them the be distinctive, with unique bonuses, icons and in some cases unique improvements, the way Civ6 did the city-states.More like the barbarian clans from 6 but with 5’s version of city states.
