I think the Missionary without Monastery property should be given to an earlier religious civic, instead of a later one.
Obviously you would only need the unrestricted Missionaries when your religion hasn't spread much yet. Later when it's already widespread your major cities will have Monasteries to build them anyway.
So, I think you should either make Scholasticism available earlier (with
Literature, whereas
City States becomes available with Alphabet) and/or give the unrestricted Missionary bonus back to OR, and give some other bonus to Scholasticism instead. Such as:
Scholasticism: +3
from your state religion Monasteries.
This way, Organized Religion (with unrestricted Missionaries) would be preferable in the early game when
(1) Your State Religion hasn't spread much and you need to build Missionaries quickly
(2) You do not have Meditation (this is true for all European civs, Arabia, Persia, and more)
and Scholasticism gradually becomes more competitive in the mid game when
(3) Your State Religion is more widespread and you have constructed a sufficient number of religious buildings (including Monasteries, which makes OR less necessary)
(4) Your cities have better infrastructure (most importantly Forge) which makes the +25% building speed of OR less essential
and finally Secularism becomes preferable over Scholasticism in the late game when
(5) Your GPs are running dry
(6) You have discovered Scientific Method, which obsoletes Monasteries
