Population doesn't affect tech costs at all anymore, being tech leader however does.I just upgraded to the SVN version. I noticed that a large population causes techs to cost a lot more. However, this seems to be extreme. I played as Babylon, but WB'ed in a lot of resources and buildings, so by year 0 or so, I had one city of size 40, but no other cities.
I then checked the tech costs, and discovered that Future Tech would cost me 65,000!
My guess is that the tech-costs scale based on actual population, not city size. Since population grows exponentially with regard to city size, this drastically damages huge cities. For example, my size-40 city had a real population of over 50,000,000, which is 2500 times more than a size-3 city.
The Aztec population goal is really hard right now, as Tenochtitlan is not a good spot for growing a city. I can grow it to around 15 pop in 1520 AD, assumably without being hit by a plague(which in many cases would happen). But then I'm facing competition from cities like London, which I can't possibly win.
Also, don't you think there should be a health bonus nerf on the colonizing European civs? London reaching pop 18 pre-colonization is one of the evidence.

- new Ethiopian UP: +10% combat strength for land units within own borders
- war success stability is now based on war weariness
- no expansion penalties for controlling foreign cores
- increased influence of foreign culture on expansion penalties
- foreign culture counts double in their respective cores for expansion penalties
- new Persian UP: no expansion penalty from foreign culture
The expansion stability change was made in light of the fact that foreign cores are basically everywhere these days, so you shouldn't get a flat penalty from them. Remember that foreign culture of dead civs still remains, but generally it's now possible to completely mitigate this effect over time by building up your own culture.

Okay, another thing I'd like to put up for discussion:
What do you think about making Scandinavia a separate continent? This would stop the Viking AI on mostly moving their units via Finland and Russia (and capturing Kiev so often) and using ships more. I think we would also see scenarios with Russian or German controlled Scandinavia less often.
