If at the end of the year the IRS sends me a check for $5000 I'm going to view them differently than if I have to send them a check for $5000.
 
So if I understand that correctly, the same teacher can score really well when teaching grade 4, but really badly when teaching grade 5? Or rather, how well a teacher teaches at one grade has no relation to how well the teacher teaches another grade?

That seems counterintuitive. I'm assume the article is using the graph to suggest that the metric of performance is flawed.

She didn't have the guy who stole her cake arrested. Can't say I see the US Congress being that benign.
 
Ours sits at 76%. Police is at 84% and parliament is at 44% (nov 2011 data).

the President
the Cabinet (the government, but I guess this term might be confusing for English speakers)
the Senate (upper house of Parliament)
the Chamber of Deputies (the lower house of Parliament, much more powerful than the Senate)

It's probably better now, but still...

And please, no BS about solar or wind power reliably covering ~30% of Japan's energy needs. The only real alternatives are coal and gas/oil, both of which would cost more than nuclear and increase the country's strategic vulnerability.
