Archon just means "person who rules"; it can have equivalents anywhere from the Latin dominus to a midlevel governor to a "magistrate". He's ruling what's called a "kingdom" because his position is hereditary. You did notice that the state is "confederal", right? In practice, most local authority is devolved even more than is usual for one of these sorts of states. We'd be willing to divert some of the protectorate revenues (say half) to the Aorsi in return for their good behavior; assuming that Istria tenders us 150 talents in the next turn, we'd be fine remitting an additional 75 to the Aorsi.

A treaty between Andronikos, Megas Basileus, Anastasia, Basilissa tes Makedonias, and Chaonia.
