Well, you did add expansion.

But I clearly said western expansion.

The remaining 4000 troops will expand west. The goal is to get everything east of the line between Industria (the EC on the border with the Sky Gods) and Mercatura (the city (and hopefully EC ) on the border with Tephen.

I actually increased conversions in Kieesta and Tephen by about 5-10 thousand conversion.
