Report a post and explain that you think the thread discussion is being derailed. Then be patient; it may require a bit of discussion before they decide what, if anything, to do about the situation.

Concur, unless things have changed in the past year.

Relying on Option 3 is spotty at best. Moderators can't and shouldn't read every post in every thread so relying on them to come across it themselves naturally is a bad idea. I burnt out within a handful of months because that is exactly what I did, reading every post in every thread. Not tenable for the long term.

Contact an Admin to request a name change. Once that's done, it's as easy as you describe.

Actually, that's a link to the page in which the post is with an anchor to drive you down to the post in question.
But posts can be moved or deleted or merged, which alters the postcount (which is a sin) and changes the numbering of the posts and pages.
So, you can take out the post number at the very end: 15244028, and add it at the end of

https://forums.civfanatics.com/posts/

which yields the link:

https://forums.civfanatics.com/posts/15244028

Within CFC, you can just use the <post> tags:

[post=15244028]with some text inside[/post]

Try it! The same can be done with threads, as I did in my sig.
