Yeah, because of this they named them 'smoke', 'rising smoke', 'big smoke', 'even more smoke' & 'smoke again'everything I see here points to me to the opposite of a bunch of independent DLCs

As has been suggested already, they may be adding the depots several weeks apart just to show those of us who are paying attention that they are working on new stuff. I don't think they'll release them all at once, but will spread them out over up to a year.
I think you'll have the option to pay for all four at once up front at a discount or individually when released.
So what does this mean? No XPac, but a bunch of DLC-packs instead?
I have trouble imagining that a video game would get faster than normal review time these days.Text from USK site:
"The game receives a rating within a maximum of five (ad hoc procedure), twelve (urgent procedure) or twenty (normal procedure) working days. The decisive factor is the date of receipt by the USK. The period begins one working day after receipt of the submission form. Please note the closing times of the USK between Christmas and New Year. The deadlines for the classification procedures are extended accordingly."
Question is which procedure company selected : ) But still in worst case scenario 20/21 April is viable
Edit *Google says USK is an organization that determines age ratings in Germany.
Surprise! It's now USK* Review. To the speculation thread!
All that really gives us is a minimum timeframe. Firaxis doesn't have to begin marketing as soon as the age rating is granted. They can continue sitting on it.
Another point of order:
If they are sending it for an age rating, it must be content complete.
Has the USK had to step into review DLCs and patches before?
Or is Firaxis going to make that single big step and is finally going to include the angry mustache model now that the laws in Germany about how to model mustaches have been relaxed and now they are getting confirmation from the USK for approval.
Of which; if it was the Angry Mustache Model; they could do many things with him for alternative leader abilities; of which "Free Imperial Cities" would work very well with district culture bombing ability called "Anschluss", "Sudetenland" or "Lebansraum". Maybe he also gets the Panzer unique unit that get bonus movement in the first few turns of a war. Oh! Also other civilizations do not get combat bonuses via diplomatic visibility when fighting him until they research Computers and diplomatic visibility over him is halved until Computers is researched. So many cool ideas for him!
But if it is him... I would think there will also be a Civ that comes with him too... Maybe Ethiopia and the return of Haile Selassie?

perhaps it has to be censored in Germany like Hearts of Iron.As a German I can confirm that. It actually came instantly into my mind. But why isn't there a PEGI_review or an US pendant or something?
I don't want to play as Hitler. There's no chance this happens, and for the life of me, I've never understood why people want to play as Hitler. But this is off-topic; there's no way it happens.
I don't want to play as Hitler.
Against Hitler? Yes.
And this is why I believe a DLC season does not make sense at all:
- This appears to have been planed for some time. But the last content added to the game was in September, more than 6 months ago (proabbly another 3 will pass before something gets released). Games dont get regular DLCs afer such a long time for a reason, Civ6 is not trending anymore, a lot of players will have moved to new things and you simple need something more relevant than a DLC to catch on old players. In other words, if you want to keep players invested in new DLC content, you simple dont leave the game without new content for one such a long time.
- This long developement time does not make sense for a DLC and, again, we have no reason to think that plans changed.
- If they are adding DLCs, they are developing and testing multiple DLCs at once. Again this does not make sense. From a business model, it is much better to release one DLC at a time, with short developement times to keep players invested, and to receive money all along the process, so you know how well are you doing, you profit from the previous DLC when developing new ones, and the game is not abandoned without new content for a long time.
In other words, everything I see here points to me to the oposite of a bunch of independent DLCs.
Now, more than ever, I think a new expansion makes much more sense.
But whatever it is, an expansion or a big civ pack, it has a bunch of pieces that they are developing and testing in parallel.
