In my opinion is the must be in top5, though I understand great majority of people here are peacelovers and don't like Macedonian set and don't want to admit how overpowered Macedon is in player's hand (AI is lame:p ). Unlike Hellenistic Fusion however, this one perfectly works even in peaceful game, just disband units not to pay maintanance. Even if encampments are not fan fav district, the bonus of this UB is to strong to be eliminated before final stage, especially with a lot of so-so things left. Also remeber for each encampment conquered or built in conquered city you get free eureka, so more need to build them as macedon.
First of all, as Macedon you always have military card for bonus production. Preferably naval, because it is 100%, but any land works great too. And now it turns out 50% cost is repayed as science. Also remember, that unit production is often increased by world congress by another 50%. Anyway, just with base 100% with naval units, half of your production is turned to science and often it is MORE than you get from your campus at given stage of the game. Just look at your hammers, take half of it, it is your science per turn, accumulated in "bank" and paid after finishing unit. And it is worth to say, Basilikoi Paides also get production bonus from military city states if 3 envoys there, so in general your science is more than displayed in city bar. It competes a little with building other stuff, but you overcome it by cycling your cities or using gold for infrastructure, you are macedon, you can do endless war, you get enough gold from pillaging mines or harbors.
20 production city generates 10 science per turn, lategame city of 100 production generates 50 science per turn and you probably want encampments late game for space projects boosts. If it gets eliminated before Madrassa, Sphinx, Royal Dockyard, Terrace farm, Prasat, Seowon, Paridaeza, Sukiennice, Bath, Mission, Zigguurat, OpenAir Mus, it means world has finished and I stop beleving in people.
In so much love for campuses, so many people don't want double campus per city?
Not works with goldrushing? You buy buildings, produce units. You have cards for faster unit production, you dn't have cards for faster building production.
Or maybe nother comparison. Everone here loves great scientist, right? Galileo gives usually 1000 science. Imagine you get free Galileo every 8 caravels built. Carvel construction with naval card is sth like 4-7 turns, so even if you use only 4 cities for this, you get Galileo every 8-14 turns.
Or just think about this as a campus project that generates above 3 times more science than usual one. Whatever.
This is too unique and too strong to be killed at this stage.

It’s a half-price harbour, which by itself is super awesome particularly after the September patch made Coastals better and Veterancy Card makes Harbours even cheaper. On top of that, RND’s +2 Gold turns into +2 Hammers with a Shipyard, and both can be doubled with Cards. And the RND gives you +2GA Points not +1 (which, given RND is half-price, means you get all the GAs). And then there’s the Synergy with PaxB and WotW - free ship, hold extra resources. But seriously. All that is just Jam. Because Harbours are awesome, and a half-price Harbour even moreso. (And while I’m here, Roman Bath is criminally underrated - particularly after the changes to IZs. And so is the Sphinx, which is a seriously punchy improvement.)

I like Spain a lot, and the Mission is just sort of a cute add on to their other more significant abilities, and is totally fine in that role. But if you’re looking at the Mission in isolation, it really doesn’t do much.

Sphinx - it is not useless but it should go now, as it is the least spectacular and gameplay changing remaining feature.
Basilikoi - I always greatly respect additional and effective ways od earning science and Macedon is good at this.

I'll add I do sort of wish the City State UIs were actually included in this as some of them are very strong, but that might be a little too apples to oranges.
