This quote, among others, is how you can tell that Sunzi never really fought wars. Many armies have gotten into rough spots via strategic or operational ineptitude and rescued themselves with superior tactics.

QFT, but keep in mind a bad strategy is better than NO strategy, and far better than a lucky hunch. I have "fought" on picket lines, at social service offices and in court rooms and if you did not go in with a strategy, you were screwed, blued and tatooed.
