So Montenegro, Kosovo, North Macedonia and Moldova are all the lowest, and Serbia and Albania are the second highest. Interesting.

Is it geographical, like how mountainous or something.
 
Don't know the answer, but to me the key is UAE and French Guiana.

Something Western nations are strong in. China, Russia and Saudia Arabia are pretty strong in.

But UAE and FG are as strong as western nations in.

So, trolling around on Wiki, I learn the following (nothing to do with the map, just interesting in its own right):

The UAE is the only country in the world that has a Ministry of Tolerance,[114] a Ministry of Happiness,[115] and a Ministry of Artificial Intelligence.[116] The UAE also has a virtual ministry called the Ministry of Possibilities, designed to find solutions to challenges and improve quality of life.
Ministry of Possibilities!

Though for all that, there's this:
The annual Freedom House report on Freedom in the World has listed the United Arab Emirates as "Not Free" every year since 1999,

So maybe the Ministry needs to be a little more industrious!

Random guess - is it about prize winning, such as Nobel laureates or Olympic medallists?
 
Malaysia seems to be leader in whatever this is. And interesting developments happening in Azerbaijan, Kazakhstan, Uzbekistan, South Korea, and Mexico.

I've got no clue, but all of them are upper middle income to lower high income newly industrialised or industrialising countries.
 
The idea is here, but nothing to do with literacy.
 
Number of "good" universities, for some value of good.
 
Pretty sure it's the https://en.wikipedia.org/wiki/Human_Development_Index. I picked up the lead of the previous posts and googled education together with countries that stood out. Education Index was not quite it, but from that Wikipedia article the HDI was linked, of which the Education Index (together with life expectancy and gross national income per capita) is one component.
