The greens show something increasing, with orange at the bottom of the scale, and yes, it's related to business or employment.

I wanted to say Americans with German ancestry, but if that were the case, Texas would be dark in the center, not the far south.

I was thinking it might be built-up areas, but yeah, white people does seem to be a better choice.

Well, your date was much closer the last time but you were more direct in the answer which is technically correct. The map uses the term "foreign born". The map is 1900 foreign-born folk as a proportion of total population. Of course, the deep south is still very much on the low end. Based on the 12th US census.

Minnesota, Wisconsin and North Michigan really stand out to me, as I believe this was the period where lotsa Skandis came over. Not sure what is going on in Tampa there at the time. Atlanta is starting to get some immigrants. (edit: Ah..did a quick check on Tampa..apparently a burgeoning Cigar industry there lead to an influx of Cubans, Spanish, and Italians, among others.)
