My first guess was number of diplomatic missions in some country, but that isn’t people.

Second guess: winners or nominees for some kind of award? Possibly literary or journalism.

No. The countries not part of the data (China, Australia, Germany, etc.) did not participate.

In that case, I want to guess number of people who have held a certain office relating to international affairs, but it isn’t the UN (no Burma) or Interpol (no Germany.)

Croatia and Bosnia, I think I have an idea now—is it UN peacekeepers sent to the former Yugoslavia?

Pretty much! It's number of personnel (not just soldiers) sent by UNPROFOR countries to Croatia, and Bosnia-Herzogovina. I think Canada had the largest figure with about 4500 personnel.

Sweden and Canada notable absentees in an otherwise pretty much unsurprising bloc.

Is it related to the nationalities of the people from those countries? Like "nationalities of people who have achieved X" or something?
 
The absentees in Europe is what I was looking at. Is not very rich/poor or north/south, but is very regional.
 
Is related to literature or books or writing?
 
Is it "countries that have held [event]"?
