Well, Greenland is a Danish dependency and the various British dependencies throughout the world are grey as well, so I'll imagine it's something to do with sovereign states only.

Well, when it comes to UN treaties / protocols, dependencies aren't always covered just because the state to which they belong signed something.

As a hint, though it'll be somewhat obscure, the Isle of Man has a lot of what this treaty covered.
 
Hmmm, what do I associate with the Isle of Mann? Telecommunication companies, tailless cats and three-legged men on flags - and Stuart Baggs. :)

it's on pollution/environmental protection from ships isn't it? Though got there with all the other clues/answers from others.
 
Well it'd either be open floor or a semi-specific US map. I did think the below was really interesting and hadn't been posted on this or the precursor to this thread that I saw though. So let's try it.

It's either a true or false thing for states of each color:

 
I would say states that voted for Obama because of NM Colorado, but NC did too so that's not it.

Green states have unions, yellow states don't.
 
Green states prefer limes. Yellow ones lemons.
 
Mango is on the correct track but it's not quite the answer.
