In early March General Secretary Joseph Stalin surveys the situation on the Eastern Front and determines the course of actions for the Red Army. Stalin decides that the naval dominance by the Germans outside of Leningrad is of up most priority and orders are given to eliminate the naval threat in the Baltic Sea.
There is also concern for the Southern Front and the Caucasus region as well and orders are issued to counter attack with full force there as well.
