they can't, unless a bug or something like that happens (like a old Byz game with orthodox pope, somehow the catholic converted in it, i only saw the IA bonus in the popup saying the papal states had converted to the true faith, go wonder)

It's not Arabia, it's a caliphate i modded in, it gets cores in North Africa, arabia, persia, and most of the middle east till near Georgia.
plus i was playing Miscmods, that has a arabia, that i removed and added this caliphate, i started as Hedjaz and am a horde
i made 3 governments, the first one i can get asap as Hedjaz or as any other country after forming the Ummat al-mu'minin, it has some nice bonuses and almost the same thing as steppe horde, with a smaller tech penalty. the second is still a horde, requires 7 government tech, a 6 admin king and some other things, it gives no maluses and in bonuses it is almost the same as the first, the third is the most powerful overall, giving lots of bonuses, no maluses, many magistrates, and is not a horde, it requires government 10 plus a good admin ruler (7, but i may change to 8)
 
Say that to England getting cores in Gallia...a awesomely rich region, here i get massive, but look at the tech cost, same to stability cost...most of these lands i conquered aren't really rich, and i could just force a PU in everyone to get cores on inheritance...


plus, you stay a horde for some time and as you eat most of the muslims your tech will progress slower.
like, fighting the ottomans with 6 land tech x 9 land tech isn't nice :(

plus starting with Hedjaz is fun :D
(i do think i will make some things harder, like both reform government decisions)
 
I'm having an odd game as Portugal, its 1497 and I ended up in a personal union with... Byzantium. Which has reconquored all of Greece and most of Anatolia and is ruled by a Queen. On the plus side I am maknig a lot of money and have a powerful and reliable (for once) ally but on the downside they maxed out my war exhaustion again because Castille attacked me (and lost thanks to the Byzantines kicking their ass).
 
While I was busy getting ducats for army, the danish king died and on the next day they declared war on me :crazyeye:

1711 in my game as Brandenburg->Prussia->Germany

This is my first time forming Germany, and god are those free cores/reconquest cbs beautiful, I managed to gobble up all of my Western and Austrian territories in about 20 years without taking any infamy. Also, as to be expected, I'm the big man on campus. I can field twice as many troops as the next guy, and my income is 2 or 3 times Burgundy's, who is the next highest. Speaking of Burgundy, I've now fought 3 wars with them since forming Germany, and in each one I managed to thoughtless level all of their armies without even batting an eye, which is really satisfying considering how much I had to tiptoe around both Burgundy AND Austria while I was Brandenburg/Prussia. At present I declared war on Austria to gobble up some more territories and my longtime ally GB declared war on me due to a guarantee they made to Austria. The war became the first moderately major war I've fought so far with Portugal and Bohemia on my side versus Austria, GB, Navarre, and like Auvergne or somesuch. I'm intent on converting GB, but sadly I've neglected my navy all these years, and though I had like 60 large ships, about 80% of them were outdated, and as such, annihilated in the first battle with GB's navy. I want to convert Britain, so I'm now in the process of building a superfleet of my own to go wipe out GB.
