No, they don't run around neighborhoods scanning houses for how many Wal-mart products your house has. Best Buy and Shopko asking me my Zip code after every purchase accomplishes the same thing.

I saw a recent map of all 'drones' authorized to fly in the US. 'Drones' just means radio-controlled. UW-Madison taking pictures of a flood zone I wouldn't say is 'spying'.

Key word is 'could'. They can track your location without driving next to you if they know your number. Good things have happened because of that such as saving lives and solving crimes. How often has it been used for nefarious purposes?

Wasting their time for 99.99% of people if this is what they do and it's not more speculation of what they could potentially do, or because they are investigating someone for some other reason.
