Yes, you could. Here are the caveats I can think of:

1. You must be rich enough to purchase this service
2. Scientists must reliably be able to grow/clone a tail (preferably from your own cells)
3. Your body must be healthy enough to accept the graft (you'll want nerves to it)
4. You will have to spend a few months adapting

Point 1 will be moot thirty years after it becomes public, so it's just a question of time. Point 2 is uncertain, and could easily be stopped if any sort of religious-right party comes to power, because they tend to oppose this sort of research. I should think you qualify for point 3 fairly well, and point 4 is just a matter of patience, and having a tail dragging after you for a while.
