I don't think people understand the claiming system.
When you send an army to claim a territory, you also need another POINT to do so. So, it costs one point for the army, one point for that army to expand.
This means there should NOT be more than 25 claims this turn from anyone.
Edit: Forgot to count trade. There CAN be more than 25 claims. Just make sure you leave points on the side for each army you're using to expand.
