Well, the idea of a punk genre to find out what the leading technology is and assume that all the cool stuff uses that technology. For instance, the tombs of Tihocan and Qualopec that Lara Croft explores are classic examples of stonepunk, whereas Leonardo's inventions in Assassin's Creed might be classed as clockpunk (if you ignore the whole precursor angle).
The two technologies that I would say are most closely associated with the 19th Century are steam-power and gaslight, so hence the term 'steampunk'. You can check out the anime Steamboy for another classic example.
