I don't think the third way of expansion (random events) is a sound idea.

I actually like this idea. I'm not sure if it should be limited from 0-9 for development, but the city provinces sound like an interesting idea.

The limitation I am placing as a way to encourage expanstion.

This is worded strangely. Trade doesn't seem like it will be a giant factor, but that's alright.

I am considering but yes it will be likely the promoting will require money.



Why would militants have best defense? Trained infantry would do better on defense than mere militants. Especially homeland infantry. The offensive penalties seem sound.

I was thinking on the lines of guerrilla warfare but I can correct this to make them cheap defence units.

The rest of the land and sea units seem more or less ok.

I'm of the opinion that copters should not be considered air units, but "land" units in terms of function.

I will keep it as a air unit but I can unserstand. It will just be set in line like the copter from Civ.

Espionage looks alright, except for stealing nuclear weapons. Atomic bombs are gigantic and bulky. Even newer ones aren't exactly "stealable".

Finally, I do not think that roleplaying should warrant anything more than minor rewards.

Along with the corrections the second draft with have information on IC amounts needed to buy units, their states and perhapes drafts on techology.
 
I preferred Fiat Homo and Fiat Lux; I thought Fiat Voluntas Tua was a bit out of place, and felt more disconnected.
 
Looks like a really nice version of Settlers of Catan, Sonereal. How did you create the hexes?

Also, I want in. :p
 
I'm glad that you increased the map size this time around - the old one was really cramped.
 
River hexes are too big and river borders are awesome. Or you could just draw rivers and completely disregard hex borders.
 
You could have river tiles for big rivers and river borders for small rivers and tributaries, or you could have big river tiles where only boats can be on and small river tiles for all land units and only small boats.

The huge white space is so I can list nation name, player, color, etc. in one spot and thus make the spreadsheet less cramped.

Anyway the borders are rough but I smooth out regional boundaries as I work on the actual provinces. Needless to say, the USA, China, Western Europe, and India are power centers.

The number of provinces in an area is roughly based on population with some adjustments towards economic value. China/India were shrunk some, actually, so as to keep the map from being TOO weighted towards them.
