IOTer Diplomacy I

Furthermore, the government claims to have allies, claims to have even the rudiments of a grasp on diplomacy. If they would care to enlighten us are to the particulars of their negotiation, that would assuage my fears - and the fears of the Reich - that they are not blatantly lying to save face. Empty statements from those in a position to act are worrisome at best.

That is state secret. I assume that the German people are not fool enough to think that we would let our enemies know all of our secrets.

And again - the list of missteps grows as long as my arm, Herr Sprecher - the Social Democrats have forsaken Austria in the event of "Austrian expansion in Balkans that might annoy Russia and it's [sic] allies". I assure you, Herr Sprecher, any Austrian expansion whatsoever will annoy someone. Thus I accuse the Social Democrats of abandoning Austria outright, with only empty words despereately trying to mask the hypocrisy.

However, if Austria is forced into a war or is invaded, Germany shall help Austria.

Once again, the Centrists lie.

It is true that one-third of the Centrist powerbase rejects our industrialist policy. Assuming it to be the only consideration of Prussians is wildly inaccurate. Likewise the Industrial provinces have concerns other than Industrialization. The Centrists have always supported industry; any indication that we support an anti-Industrial policy speaks to the power of Centrist philosophy to provide solutions for all Germans. In fact, the evidence at hand finds the Centrists advocating Industrialism before anyone else.

I think that everyone who knows history laughs at this.

OOC: Seriously Bowsling, the Centrists, before Talon joined, where against industry. So they should have some penalty for telling such lies.

Ah, woe is me, Herr Sprecher, for I have fallen victim to a clever ploy. The Social Democrats have endorsed what appear to me to be contradictory policies.

For example, in the case of Austria, the Social Democrats profess that they stand by Austrian allies. They then elaborate that this does not apply should Austria antagonize anyone, and further that they will defend Austria if she is attacked. As near as I can tell, virtually any action regarding Austria short of outright invasion has been approved of. Thus, Herr Sozialdemokrat can take whatever action he pleases, and afterward claim that he has followed through on his promises.

Our analysts tell me that there are some small variations in Centrist rhetoric, as well as the problems in the Social Democratic views. They excuse us, saying that everyone speaks in first-draft form. However, we do not excuse ourselves, and will publish the Centrist Party Platform as a gesture of goodwill and as a final arbiter of Centrist policies. We ask that the Liberals and the goverment similarly outline their stances.

The Centrists do not ask that the entirety of the diplomatic archives be read out on the rooftops, merely that there be some proof - an agreement, a treaty, a transcript, anything - to show us the good work I'm sure someone's been doing. The Centrists will know the contents of the diplomatic archives soon enough - right after the next election, in point of fact.

Platform under careful construction, will go here.

OOC: When I joined, I imagined that nowhere would conservatives - who notably include big businessmen - would be opposed to industrialization. Particularly in Germany, the industrial powerhouse of early 20th century Europe. Furthermore, I don't really understand what "anti-Industrialism means - I only get visions of hippies. So, in light of both points, I made an executive decision that the Centrists stood for Industrialism, and anything else was a misunderstanding.

Herr Sprecher, I would like the floor.

Danke schön, Herr Sprecher. I rise today, in response to the bickering between the Centrist and Social Democrats we see here. The Liberals clearly see things differently then our Centrist and Democratic counterparts. In this time of global strife and chaos, we shouldn't be bickering like this.

Herr Sprecher, may I remind you that these transcripts are public, are the bickering of our leaders is giving away key information to our enemies abroad.

The centrists speak of taking revenge for what Napoleon did to us 90 years ago. Now, Herr Sprecher, I want to remind him that we already got our revenge, firstly, without the Prussians, who held off the French reinforcements at Wavre and and reinforced the English lines at Waterllo, Napoleon would have won the battle of Waterloo. We got our revenge 8 years after Napoleon defeated us. Secondly, the Prussian-French war, a decisive victory for us, once again proved the might of Germans against our French counterparts.

However, Herr Sprecher, men are equal, and should be treated equally under the law. It doesn't matter if they are German, French or Russian, we are equals. Germans are great not just because of the people who inhabit Germany, Germans are great because of the policies the government has put into place to encourage greatness. Prussia was the first government in Europe to provide free education to its peasants, its policies like these that promote exceptionism and is the reason German's are exceptional. Prussian constitutionalism has provided equal rights for most, while still allowing for a strong government. The newer German governments have rightfully encouraged the private sector to take further and further steps to Industrialization, and I am proud to admit, that the people of Germany are more pro-industrialization then any other country in the world.

Now, Herr Sprecher, the last thing I want to bring up is that France is not the enemy. Before becoming the head of the Liberal party I was the German Ambassador to France. I know the French, they are not as evil as some of us here think.

Herr Sprecher, the true evil in this world is not of the french, but that of the British, they cut off our trade routes, limit our colonial power and have repeatedly tried to stop us from growing. The British fear us, because for the longest time they have been the worlds sole superpower, but now Germany is a threat to that. Either they should accept that Germany is an equal to them, or we should prove to Britain that not only are we equals, but we are Britain's betters.

Herr Sprecher, I cede the floor.

OOC: I have no idea about the history of the Liberal Party in Germany, so my apologies. However this is a game, not 100% accurate, and I think the players can represent their parties anyway they chose.

Conservatives back then were more anti-change then pro-business. They saw the industrial revolution as a threat to the natural order and were against adopting policies favouring industrial growth.

It seems odd to us today, that the conservatives and liberals essentially switched sides on this debate, but if you really think about it its not that surprising.

Conservatives, as always, are the party that wants to conserve the status quo. Back then traditionalism was anti-industrial, and now traditionalism is pro-industrial, so the conservatives, being the pro-traditionalism, was anti-industrial back then and pro-industrial now days.

Of course a British Columbian would get visions of hippies. :crazyeye:

Anti-industrial provinces are places (like Prussia) where industry hasn't taken hold yet, and much of the political power is still in the hands of a landowning aristocracy. Naturally, these landowners are more conservative than their industrial, urbanized counterparts, so they lean more towards parties like the Centrists. Factory owners, railway magnates and their ilk, more disposed towards free trade and non-interventionist policies to maximize their profits. Highly industrialized provinces like Ruhr, Silesia and Picardy have thus been labelled as "industrial" to show that the latter group is more influential there than the former.

OOC: I have no idea about the history of the Liberal Party in Germany, so my apologies. However this is a game, not 100% accurate, and I think the players can represent their parties anyway they chose.
Don't worry, historical accuracy is very far from the first thing on my mind here. Your first priority should be to win. :)

Turn Schedule:

Movement Phase: 48 hours
In the movement phase, all parties in power have two days to submit orders for their units, like standard diplomacy. This is where all the excitement of your typical game of diplomacy takes place: eloquent letters, timely chats, and audacious stabs.

Opposition Movement Phase: 24 hours (if necessary)
If the ruling party has failed to submit orders before the previous deadline, the Monarch will call upon an opposition party to submit orders instead. If no orders are submitted by the opposition, all units will hold for the turn.

Retreat Phase: 24 hours (if applicable)
Orders are issued to dislodged units by the ruling party.

Adjustment Phase: 24 hours (Fall turn only)
Supply centres change hands. The ruling party orders which units are to be built, if supply centres were gained, and which will be disbanded, if supply centres were lost.

Elections Phase: 48 hours
Any newly acquired territory holds elections immediately. During this phase, at least half of the members in a country must announce support for the ruling party, or a general election is called. In the event of a general election, all provinces vote at the end of the 48 hours.

What if you enter a sc in the Spring, its not technically part of your country yet (at least not in original diplomacy). That is why I think it would make sense if elections were once a year, during the adjustment phase. Thoughts?

Adjustments take place at the end of every fall turn. Elections take place at the end of every spring turn, as I said. It is technically possible for a supply centre to be owned by one country but sending representatives to a different country.

May I ask if you ever responded to my RP?

The Centrist Party Code, called the "Blue Book", for the cover.

Recognizing the situation of Germany both domestically and abroad to be perpetually precarious, remembering the tradition and the greatness of the Holy Roman Empire of the German People as something to be emulated and something to which we can aspire, and understanding the realities of Germany and Europe as ever-changing and ever requiring action, for the benefit of all Germans and of the German Nation, the Centrist Party of Germany hereby sets forth this Code to guide it as it guides Germany through her tribulations.

The objectives of the Centrist Party of Germany, hereon referred to as the Centrists, on matters of foreign affairs are threefold, in order of precedence:
Firstly, to assure Germany's survival through any means necessary,
Secondly, to work towards German dominance of the European continent through such means as are prudent, and
Thirdly, to ensure that Europe does not fall under the dominance of a foreign power.

The objectives of the Centrists domestically are
Firstly, to ensure that German foreign policy has all the necessary means for success,
Secondly, to maintain religious freedom as set down in law under the Holy Roman Empire of the German People,
Thirdly, to maintain prosperity for all Germans through a strong economy, and
Fourthly, to cooperate for mutual benefit with all parties in the Reichstag to ensure the above aims are fulfilled.

Remembering the catastrophe of the Seven Years War, when all Europe save England swarmed into Germany's predecessor the Kingdom of Prussia, who, despite the brilliance and determination of Frederick the Great her King, was nearly overcome before Russia sought armistice, the Centrists understand that waging war on two fronts must inexorably lead to catastrophe. The Centrists therefore will forever work to avoid a two-front war if at all possible. In view of this policy the Centrists place first and foremost the creation and cultivation of allies across the European Continent and especially among our neighbours.

It is remembered that the Austrians are German by blood and by heritage, and this shared heritage is something to celebrate and cherish. Accordingly, the Centrists will take actions to protect our brothers in Austria, even if the whole of Europe should stand up to bury us. We are one.

WIP.

AUGH! I finished it, and as I submitted it my internet died. Trying again.

OOC: To make it easier to track our characters, may I requestion that whenever we make new posts, either at the top or the bottom of the post, we post the full name of our character (aka our partly leader).

That way I don't have to read through pages of posts to find the name of someone if I want to address them by their characters name. When I want to speak to you, I would rather address you as Vincenzo Rusafio instead of Nintz, Ernst von Hinten instead of Talonschild and Otto Von Ludviht instead of Christos200.

What would be preferable is if Bowsling updates the OP to include the name of the party leader next to the name of person playing him. However if it becomes too hard to track, I would understand if you opted not to do this.

Thoughts?

A short character Bio:
Hanz Diebert, leader of the DLP (Liberal Party of Germany)
Born in Bremen in 1854, the Diebert family was a middle income merchant family. In 1875 he graduated from some unnamed Military College, near the top of his class, and joined the army as a major. However being unable to pass the rank of Oberstleutnant, he shortly resigned and went back to continue his education. This time he studied at the University of Munich, where he learnt law and various languages (He now boasts fluency in German, Danish, English, French and Latin). From 1888-1891 he served as the German Ambassador to France. Afterwards he decided to run for public office in the 1892 election. Since leaving active duty in the army, he has strongly identified with the liberals and so joined the DLP. After serving as an MP (remember Bowsling said we were using the British system for simplification, and I have no idea what they're called in Germany) for 8 years, he was elected leader of the DLP in 1900. Which is where he stands today.

The Five Pillars of Liberalism:

What the blue book is to the centrists, the five pillars are to the liberals. The 5 pillars represent the 5 most important believes, German Liberals have. These 5 pillars are:
Trade, Equality, Property, Liberty and Knowledge

Pillar of Trade: The DLP understands the importance of trade and its effects on the economy. Most past DLP leaders have spent almost all their political capital on trying to push through free trade agreements, sadly they have seen little success, mostly due to lack of popularity. Due to the emphasis on trade, the DLP has long since taken an Anti-British stance on foreign policy, which is partially responsible for their popularity in the North West. The British have long since tried to limit the trade opportunities and colonies of the German Empire, and as a result the DLP see Britain as the biggest threat to national security. However, the DLP is the least pro-war of the 3 major German parties, and they are more annoyed of the rhetoric coming out of Britain then hating the British Empire for the size and strength of her empire. Should Britain be more accepting of German culture, power and trade routes, then the DLP would likely drop the anti-British rhetoric often heard.

Pillar of Equality: A majority of legal proceedings take economic and political class into consideration when evaluating the law. Justices pass shorter sentences on aristocrats then on commoners for the same crime, and this is assuming the off chance that the aristocrat is found guilty. The DLP strongly believes that the only thing that should matter in determining the sentence is what the crime that person committed. Everyone should be treated equally under the law. While Germany still has a long way to go, the DLP has seen more success under the Pillar of Equality then the Pillar of Trade. While most DLP leaders will deny this, most of the progress under equality has been more due to the work of social democrats then of liberals.

Pillar of Property: The second treatise of government, written by John Locke, was one of the most influential writings towards liberal thought in history. While John Locke may have been English, this has not prevented the DLP from adopting John Locke’s opinion of property. The DLP believes that the largest responsibility of the government is to protect the property of Germany, and the property rights of its citizens. This means a navy to protect her oceans, an army to protect her borders, and a police force to protect the private property of German land owners. The DLP believes that owners of property should be able free to do whatever they please with their property, so long as it doesn't harm the property of neighbours. Property doesn't just refer to land, but everything on the land. Labour is also considered property, and each German citizen owns the rights to his own labour. This is one of the most criticized views of the DLP. The Centrists in the past have long criticized the DLPs actions and claimed this belief was hypocritical, as the DLP, despite claiming to support the protection of private property, would stop at nothing at seizing the lands owned by aristocrats to give them to those born in less prominent families. The DLP claims that the aristocrats do not have the rights to property that they took by force, and that the feudal system under the HRE gave these aristocrats lands that they had no right to, and that it should be given back to their true owners.

Pillar of Liberty: Given the choice between two policies. Ceteris paribus, the one promoting liberty is the better choice. The DLP supports Free Speech, Freedom of the Press, and Free Religion.

Pillar of Knowledge: Prussia was the first western nation to have a government sponsored public education system (This fact is taken from Victoria II, which is a computer game. I'm not sure how accurate that is, but historical paradox games are pretty accurate so I will take their word for it). The larger cities across the kingdom of Prussia had schools designed to give basic education to the masses. While the liberals seek to upheaval most of the traditional values of Germany, the education system in Germany is one that the liberals are proud of. However the DLP thinks that the government should increase funding to this education system, and provide better quality education to rural Germany.

If you have any questions about the format or anything else regarding the game, feel free to ask me via PM.

Orders are due on Sunday, April 14th at 9:00 PM EST. If you have not submitted orders by this deadline, the next opposition party will be called upon to submit orders.

Good luck, and have fun! :goodjob:
