Is this Queen Tamar?

I'm fairly convinced we're looking at the Inca leader, who is hopefully Huayna Capac. I think Atahualpa would be fun, but even next to Monty Firaxis might shy away from being that...graphic. (For those who don't know what I'm referencing: Atahualpa had his brother's skull gilded and used it as a drinking vessel. :p )

He made his half-brother Waskar watch as all his wives were executed by having their intestines torn out, if I remember what my Inka Empire professor said. He also executed a bunch of Inka historians.

I found a depiction that works in most ways but one...Where are those massive golden earrings? Surely we would be able to see some glimpse of them, but clearly the leader doesn't have earrings (or at least has very small ones).

That seems to be the closest resemblance. Most other depictions go further astray from the blurred image, especially with the crown.
 
eh, they don't have to literally copy art work. You saw that the leader bingo civs didn't 100% look like the images they were based of.

But what the art styles do indicate is an Inca leader.

True, however our best bet would be to try to find a leader that looks as similar as possible. Of course, we all know that Firaxis does its own thing, and designs leader appearances however they like, whatever they actually looked like, but we cannot guess what they will do with the leader's appearance.
 
If it's an Inca leader, you can bet it's either Huanya Capac or Tupaq Yupanqui. They won't use Pachacuti again unless there are no other options, which there are ^__^

What's wrong with Pach? To me it seems rather likely that the Inca leader would be Pach...I mean, he has been before, and they often use the same leaders throughout the series.

I also notice that even with the smaller crowns there are distinct feathers attached...

There's nothing wrong with Pachacuti. But the devs seem to actually not repeat leaders from Civ 5 unless they're supposed "staples" (which, apparently, are Gandhi, Alex, Monty, Genghis and Shaka. (A sausagefest now that they've retired Cathy and Bessie. Progressive :rolleyes:)). Pachacuti led the Inca last time, therefore, chances are he'll be rotated out for Capac or Yupanqui.

Ok, fair enough, although that is no guarantee. If there was a notable female Inca leader then I would be assuming that she would be the leader choice this round. I believe that later one they will add the Maya (yes, I am aware of the CS), and give them a female leader too.

Tried to enhance it a bit (I'm very limited with how much I can enhance an image)...

Anyway, I really think it's a female leader.

Elizabeth is/was a staple too until this game. But I'm hoping its Huyana Capac, as Pachacuti has already been seen more times.

Native American men can look quite "feminine," especially from a distance, especially with their tendency to wear long hair and pluck their beards. Those broad cheekbones make me think it's definitely an Inca ruler.

Well maybe when their image is very blurred...which this one is, but I still get the feeling it's of a female leader, particularly because of what the hair seems to look like. The high cheek bones do make me think Native American as well, or at least Polynesian ~ that being said, I don't think it is Polynesian, because I would expect the "crown" to look very different, and their most famous female leader looked a lot more western in how she dressed and groomed.

If not Inca, what other Native American group may have a leader of that appearance?

I suppose there's the off chance it could be Apache--they wore their hair medium-length like that--but I'm still convinced it's Inca.

I wouldn't expect any other Native American group in this expansion besides the Inca, especially not in North America. A Polynesian leader would be unexpected, but a good surprise.

I can't see Geronimo wearing a headband. And you can't have the Apache without Geronimo as their leader.

If it were Apache, I would think it would be Geronimo. This leader doesn't look all that much like Geronimo to me. Perhaps there is another?

It does appear that including some Northern Native American Nations is sadly a bit of a political minefield, so you do have a point. As I said, I doubt that this leader is Polynesian due to the crown appearance, however for later DLC or the second expansion, I would not be surprised at all to see a Polynesian civ. Actually they were a bit hit for Civ V, and seem to fill a niche. I personally had a lot of fun with playing as them.

I don't know if Geronimo was ever photographed with a headband, but the Apache certainly wore them. But yeah, I definitely think our blurry friend is Inca.

Yeah, I was thinking more Native American headband. Either way he doesn't look feminine enough.
