Try advertising in places like Stories & Tales, IOT, and Forum Games (that's where the bulk of new players come from, as I understand it). Put the link loud and proud in your signature and post a lot in those areas.

Also, send PMs to people who played in recent games.

Fixed that for you. You need to have the full year, not just the last 2 digits.
