OOC: why on earth would I do that?, seriously their is no way we would surrender (or whatever your asking) to you, the people hate eldists in the history I made (tried to write it out but got bored, so only a rough outline, losts the maps after I bought new computer too) you were seen as responible for the destruction of Malkavia because you failed to send help and handed over Malkavians who had fled to the citadel to be slaughtered.

Also:

And then they attempt to take it by force. But, of course, they do not go themselves. Instead, they send those who are worth most in society, but given the least privileges. Supposedly different parts of the army perform different functions, though. Its pretty hard to run the country and fight at the same time. So the argument still holds, kind of.

But they are both part of the elite, both been through the training and the ones fighting could also rise to the top and be apart of the decision making process.
