Last turn I got a settler from the Palace and this turn I got the Oracle's settler with 3 turns of Study remaining on Navigation (which is at the minimum learning time of 4 turns at 30% research).

Any suggestions on where to build new towns?

With Red I figure since mining a plain is the same as mining a forest, all the Forests could be chopped for 180 shields which should help build 3 -4 buildings. Of course I do not know where I am getting the worker turns from.
 
I do like yellow - NIce site and Sheepish Pig Iron is a major producer and shouldn't be a front line city.

Red seems fine with a road from Brundisium for mutual support. The area near Elephantium's Blue dot would be a contender if the slow growth of the city (until rails) was an issue. Going for the forest cuts seems fine
 
In light of the worker turn issue, I'd almost rather put new cities:

* between Casblanca and Tangier
* maybe one north of Casblanca
* W of Hangchow
* W of Palmyra
* S of Lutetia
* S of Virconium
* S of Hispalis
 
Elephantium, I like your suggestions about the area outside our borders south of Virconium and Hispalis and sent a Spearman to explore the coast where the fog is. Also, I was reminded, by Greebley, about your Blue dot.
When we get out as far as Casablanca and Tangier there is a great deal of corruption.
 
Continuing 1824 AD: Do some MM. Plus, change engineers, not building anything, and many scientists into tax collectors. Ballistics still due in 1 turn.

Notes and Suggestions:
  • The Arab cities I am starving to not employ scientists because I don’t think I can drop to 40% research and still get Naval Guns in 3 turns.
  • When we learn Naval Guns, I think the Small Wonder Jolly Roger should go in Washington. Maybe we can sink the Japanese fleet that is bombarding our cities.
  • The workers at Brundisum, 1 stack builds 1 turn roads, the other irrigates in 1 turn.
  • The workers at Vitcos, 1 stack builds 1 turn roads, the other irrigates in 1 turn.
    • Before I realized it would not be my turn, I was going to road all the flood plains and the plains tile east of Vitcos then road to Ica and reattach Andahuaylas to the network.
  • I think it will take about 15 turns for the Maghreb town (near Vitcos) of Leptis Minor to grow to size 2.

We contacted Lowlands with 2 lousy cities? What civ chewed them up already?

I like the pics of the Roman core. It looks like we got the cities 100% complete for tile development.

Greebley and Elephantium finished most of the core.
My contribution is only mining a few forests in Viroconium, which I did not finish. Viroconium still needs 2 mined forests. One (1) mine completes this turn and the final forest tile could be mined right after that.

Actually, I think Viroconium might be a good city to build the Great Palace in.
