As long as there is at least 2 Chinese people, we get a full production steamroller.

Not a problem! As of the end of my turnset, our big cities are:

Beijing, 27
Canton, 27
Earth Horse Ranch, 24
Shanghai, 22
Pusan, 21 (mostly Korean, only 3 Chinese citizens)
Gunpowder City, 20
Tsingtao, 20

The next biggest city is size 18 and growing slowly.

Regardless of their size, I would rush Steamrollers in all of the Mongul cities. Actually, in many cases a town with less that 11 in population can regrow the lost population point quicker than a city like Earth Horse Ranch or Shanghai.
 
I'm not sure about the Mongolian cities. They're pretty food-poor.

Maybe Tientsin? That was size 5 in 850, growing quickly. It could be a two-turn Steamroller factory (via rushing) with any sizes between 7 and 11.

Antioch and Bactra fit the bill, too.
 
Most of the Mongolian cities grow way to SLOW. In addition, it is *2* pop points for a steamroller.
However, a couple of Mongolian cities are rushing them. I found some working 2 or more unimproved tiles. That pop is doing very little for us.

Joe, don't worry, you will have some steamrollers to play with. I've already gotten some cities connected, and the set isn't over.

No one has railroads, so it will be a bit to get it. I turn research to max to buy railroads cheaper.
I run the math, and a rushed factory will gain nothing toward Crystal Palace. 4 turns are 150 SPT. I get that by hiring all engineers. A factory won’t get us to 200 SPT. I switched Beijing to Battlefield Medicine. I hope that railroad takes a bit to show up.

My worker goal is to get them all together for rail building. In addition, I don’t want them improving weak cities.

With Karachi being the hot zone, I rush a barracks.

The three sources for railroads are Germany, Inca and Maghreb. 2 of them have troops inside our borders. The third is too close to us. I will have to do a straight tech buy.
The best price is Maghreb. I give them rubber, coal and $11952 for rails. Beijing switches to Crystal Palace due in 2 turns. I investigate Berlin. It needs *3* turns to complete Crystal Palace. The prebuild paid off. I was very nervous that Elephantium got Industry but didn’t talk about Crystal Palace plans.

The tile next to Karachi is cleared.
