GS Civilopedia entry for the Maori doesn't mention the +5 CS bonus for embarked units mentioned in the announcement video.
I don't see it in the text in the civilization chooser or the loading screen either.
Looks like it got nerfed between the preview release and the final.

No... the loading screen just says Toa, not the abilities of the Toa.
The pedia says all enemy adjacent units fight at -5.... this also means ships, crossbows in cities, even units not attacking the toa butattacking something else.
    ...
It is not +5 for the civ it is -5 adjacent to Toa.

I was referring to the Mana civilization special ability, not the Toa. See the screenshot of the "Features and Abilities" from the first look video on the first page of this thread.
The text "+5 Combat Strength and " is missing in the released version.

I am not starting out in the ocean... is there a reason why this may be happening?

It seems there is a lot more discussion of Maori strategy in the "GS impressions" thread and none here since release. Does anyone care to comment on the State of the Art, especially in "Turn 1 to Toa"?

I guess you are asking about getting there? Well You need construction which rather nicely is also an inspiration you normally do not go for so has added benefit in going early.
You do not need Magnus so much of going Toa and you do get great fast pop off fishing boats so the idea is to get Pingala with a science promotion in your capital which should hvae 6 pop quickly and really help you get to construction. You can build a campus but bear in mind your lib is giving +2 and any adjacency so you can see the value of Pingala by comparison. You should have found 1-2 science CS early with luck and one you may have found first for a good push also. The more science you are generating the less value in getting eurekas like building a water mill which puts you off track. So the idea is to spam warriors (which is great for defence) and also get a monument early (you get great production early anyway) and this monument will push you to 2 governors quickly also looking for culture CS and culture wonders to settle on.
You will be getting great gold from your fishing boats... sell anything else you can as usual and save all your money as each Toa upgrade will cost 130. Seriously... getting 6 Toa early is very strong but will cost you 780 gold but 0 maintenance.
The only other thing I would consider is encampment ... getting it for a GG, a GG really buffs your Toa due to the speed, you become early knights. You could be getting faith to buy the last part of the GG also... getting Earth goddess really helps in this way.
One other thing, do not forget to bring your ram. (which is on the way to construction anyway)

If you do not have enough to get 6, just go with the max you can get and do not forget to pillage, this will quickly get you many more if you want them. just remember to build as many warriors as you want Toa.

Using a map from an old release I believe is the cause of this...
I wonder what happens on an inland sea map? I am not near a PC or I would check.
I imagine you would find some pretty nice wonders fast to settle.

The Maori just tried to buy a Great Work of writing off me. I presume they can still display it in their palace etc even though they can't create them or display them in marae.

Yeah, I was able to trade for a Great Work of Writing as the Māori and place it in the Bolshoi Theatre. So Kupe may not be able to earn Great Writers, but he can still obtain their great works.

Thank you, just what I had in mind. I always feel like I'm floundering in the early game.

In my Maori game, I was able to find an unoccupied stretch of islands to establish 3 cities on, and so I'm totally running away with it; I'm like two eras ahead of everyone else. If the Mali can establish a base of cities without having to fight for them, their inherent bonuses make them almost unstoppable.

Also makes early conquest easy when you don't have to worry about defence because your enemies don't know where you are and/or can't get there.
A couple of quadriremes, some toas, a ram, and a GG will take out anyone.

What I am really noticing is the sea movement of units makes such a difference

The Maori are capable of creating a Great Work of Writing, albeit from Sun Tzu.

I had the same issue on all but 1 of the rerolls I tried. I ended up settling amidst a cluster of city-states then conquering the nearest civ to have their slot.

If you are doing Island Plates then yeah, you will need to forward settle someone or settle between CSes. Wiping someone out with Toa is also a very good idea.

Try standard map size, not small
I have played 4 games, with them, not an issue in any as long as you understand the Start of civ is supposed to be about war for 2 eras then settling down. Last game mvemba was in the landmass I hit, I landed, wished him good Will then built warriors the quads after foreign trade. He declared on me which gives a really nice inspiration amd I proceeded to meat grind his army with dug in warriors and quads. Then the Toa came online and it was bye Mvemba then Cyrus then settle down until I got rock bands, I had 11 cities, plenty to win all but a fast SV.

What I really really really like about the maoris is their Toas can be used as boat escorts right up to the end of the game giving -5 to enemies attacking for each toa. It makes them a very formidable force... and toas moving 9 tiles at sea is just crazy. Their defence strength ramps up with era too... oh let’s not forget the ability to land and pillage in a single turn is underrated. This IS what the Norseman should be.
