I was planning to a Civ 2 scenario along this line, but Im sure Sourboy is working on Civ 3, so I must contiune working.

Quebec is slowly being kind of assimilated with the rest of Canada, and Quebec is almost half and half English and French. It might turn into anger versus the Federal Government, but hmm . . .

So for gameplay, it would probably be better if they were just one city(Iqualuit) which belonged to Western Canada. Also, all the northern islands should be red. For Latin America, I don't think that they would join together, so probably each one independent.
