As the world's leaders take on the mantle of God and debate the very fabric of time and space, I've changed the map to reflect Jehoshua's different claims:

The numbers are a WIP and reflect the base economic value of provinces; at the start every player province has a value of 5 but this can change.
 
We are deadlocked at 6 nays and 6 yeas on the ICBM arsenal issue. We have 19 players so if someone could break the tie it would be nice. :p

Would you like to play a Game?

Before I fill in the map with NPCs, I am going to expand every player by 5 provinces. You can either have all 5 provinces have a resource value of 4, or you can take a risk and let me roll 3-6 for each province. So you could get a guaranteed 20 resource value, or 15-30. The odds are in your favor for random rolls, but the choice is yours.

Before you ask why illogical gaps are between nations... two words: buffer state.
 
Roll the risk although I do politely object to it. I thought we got rid of traits so we wouldn't have random at the start of the game.

Actually I've considered reintroducing traits, but I'm not decided on that yet. Opinions on the subject are welcome.

Map is filled in. New players may still join and will just have the NPC territory lapse to them instead.

Minor islands are still fair game for claims but primarily are for reputation and prestige rather than hard economic numbers (only a province with a resource number in it actually has economic value). Call it the Falklands Principle.

Oh. They also help with distant military campaigns if you own them. Happy disputing.

The United Nations Protectorate of the Bosnian Compromise
For Short: The Protectorate

Following the collapse of the Socialist Republic of Sarajevo into a civil war fought by the Government on one side and the crime families of Lower Sarajevo on the other the United nations was forced to intervene. At the time the Socialist Republic stretched from Serbia in the East to Lombardy in the West and had in it contained all different nationalities, ethnicities and religious groupings, the government been successful in maintaining the peace between these groups from the super-metropolis of Sarajevo, a tiered city that soared into the sky like a wedding cake.
The City was built up in layers, from the poorest in the lower levels and the high up Government officials in the highest levels, all the way up to the cloud-top office of the supposedly immortal and most definitely insane Prime Minister Gavrilo Gavrilovich. However in the underbelly of the city crime was becoming rampant, the city was held by the tight grip of endemic mental illness possibly linked to some design flaw in the city or maybe even society itself - the causes were unclear - yet out of the chaos a group of clear thinking and mentally healthy warlords had arisen. Though for years they had been fighting over territory and money in their organised crime rings that spread their nets not just throughout the nation but as far as Saigon and Michigan. Even in these far off places the word of the Bosnian Mafia was to be feared. And after decades of bickering amongst themselves these leaders banded together and began to build a new army of thugs and mercenaries with which they intended to topple the government.


After the start of the war it became quickly evident that it was no clean matter, the warlords came from all different backgrounds and ethnicities and it soon turned to a bloodbath of ethnic cleansing and genocide. The Government tried to maintain order but it was slowly but surely losing the war. Then after a long and ponderous process the UN decided to mobilize its armed forces to keep the peace in the SRS and put a stop to the violence.

For the first few years of the war they remained impartial taking neither side and just protecting but after years of conflict it became increasingly evident to the UN forces there that the government was trying to do exactly the same thing as them - as the war had continued and the warlords splintered the Government had tried to exert control, and though it was not succeeding in great degrees the UN decided to sanction the support of the SRS government with the final aim of establishing a UN protectorate to manage the situation until a time when the situation became more tenable.

That was in 2182, now, 18 years later the UN Protectorate has consolidated its position and in 2198 declared its independence as a semi-sovereign state. Although closely linked to the United Nations the 2198 Treaty enabled it a greater deal of self autonomy and the ability to choose its own leaders from the UN Peacekeeping forces stationed there. The Government is highly military led as the state itself is still administrated by the Peacekeeping Forces but the elected position of Commissioner General retains many powers that allow the nation to function independently from the UN Peacekeeping Body.

Much of the Government infrastructure was lost in the war, during the siege of 2188 the tiered city of Sarajevo was besieged and for the most part destroyed. The Ruins remain mostly unexplored, as of yet very few who venture in ever come back out, and those that do all seem to suffer from the endemic mental health issues that were originally associated with the place. Whatever lies in those ruins it has the power to truly warp and twist the human mind. Many successful expeditions have been led to the lower levels, though as of yet the 2nd tier and up have yet to be explored. For all we know it could still function like a normal society up there, all controlled by that insane and brilliant Prime Minister and his postal system. Who knows, maybe his reach extends further?
